… As Local Government Accountability Mechanism highlights importance of CDC in the Budget Cycle
The Honourable Commissioner Ministry of Local Government Affairs Kaduna state, Hajia Umma K Ahmed, has reinstated the importance of adequate working tools for workers in the Budget offices in all the Local Government Areas in the state.
The Commissioner stated this while delivering her welcome address at the ongoing 3rd and 4th quarter 2022 budget performance tracking exercise of the 23 local government councils of Kaduna state taking place at FABS Hotel Zaria.
The event which was in collaboration with Planning and Budget Commission and technical support from FCDO – PERL is designed to facilitate a comprehensive full year review of the 2022 LG budget performance to determine areas for improvement and realignment for improved service delivery; and to track implementation of citizens nominated projects in respective LGA Budget and further strengthen citizens’ engagement at the third tier.

Hajia Umma K Ahmed said “The Budget Performance tracking is an important exercise in strengthening Public Financial Management process and system at Local Government level as well as entrenching fiscal discipline, transparency and accountability.
“The 2022 half year performance of the Councils showed that actual revenue performance was 39.1% while recurrent and capital performance expenditure were 45.9% and 9.1% respectively.
“It is worthy to mention that Kaduna State, since inception of the present administration of His Excellency, Mal. Nasiru Ahmad el-Rufa’i, has witnessed improvement in Public Financial Management with the introduction and implementation of various governance reforms, particularly at Local Government Level. Budget Performance tracking, which was not given any prominence before coming on board of this Government, has continued to be the guide towards initiation and drafting the annual estimate of Councils in the State.
“I will like to appreciate your commitment and zeal over the years and implore you to rededicate yourselves in providing quality service at your various duty stations. I will appeal to you to concentrate on the task at hand with a view to ensuring that the objectives of the program are achieved.
“The Ministry, and indeed Kaduna State, will continue to appreciate the untiring support from FCDO-PERL, who played a key role in driving the governance reforms that attracted commendation to the State both nationally and internationally.
“The Kaduna State Planning and Budget Commission have continued to be a source of inspiration and guidance to various MDAs and Local Government Councils in the State in the areas of planning and budgeting processes. The close collaboration and partnership being enjoyed by the Ministry and the entire Local Government Councils will continue to be appreciated by us. We very grateful.” She concluded.
THE ROLE OF CDC IN THE BUDGET CYCLE – Yusuf Goje
In a Presentation by Yusuf Goje from the Local Government Accountability Mechanism on the Role of CDC in the Budget Cycle, He said that it is important for the LGA to ensure that the CDC generated items are included in the Budget as the Kaduna state House of Assemble in 2018 signed it the Kaduna State Local Government Reform Law into law.
Goje reminded the Budget officers that the citizens are the reason for the budget in the first place as there cannot be a budget for the citizens without the citizen’s involvement, that is what the CDC represents. The CDC is the coming together of citizens in an inclusive way to discuss what will go into the budget at the local government tier.
The participants were introduce to an online platform where citizens directly send in their needs, the official at the Budget office have access to the back end where they can directly pull out the contributions of the citizens when drawing up their budget for the year.
Goje concluded by acknowledging the contributions of the LGA Budget Directors and Treasurers saying that they have consistently improved in the quality of their service delivery.

You may recall that in October, 2022 the first and second quarter Budget Performance tracking took place which was organized by the Ministry in collaboration with Planning and Budget Commission and technical support from FCDO – PERL.
