Citizens Audit Flags Education Projects Performance Across 15 Kaduna Local Government Areas

The Kaduna Local Government Accountability Mechanism (KAD-LGAM), in collaboration with the Partnership for Learning for All in Nigeria (PLANE), has officially released the findings of its Citizens Participatory Audit (CPA) report focusing on selected 2024 education projects.

The dissemination event, held on February 3rd, 2026, at the Planning and Budget Commission hall, brought together key power brokers including the Auditor General for Local Government, Atiha Musa, the Chairman of SUBEB, the House Committee on Appropriation, amongst others.

Team Lead of KAD-LGAM, Yusuf Goje, stated that the primary objective of the gathering was to present a transparent report on the state of education infrastructure across 15 Local Government Areas. He emphasized that the findings are designed to provide the Public Accounts Committee with actionable recommendations to ensure that contractors and agencies are held accountable for project delivery.

Providing a technical overview of the report, Mr. Seth Luke explained that the CPA framework is legally anchored in the Kaduna State Audit Law of 2021 and the Open Government Partnership (OGP) Action Plan.

He noted that the audit process is designed to involve citizens in every stage—from initial planning and fieldwork to the final reporting and post-audit monitoring.

The audit aims to improve public service delivery and reduce the mismanagement of resources by fostering a direct partnership between citizens and decision-makers. According to the framework’s strategic priorities, the focus remains on strengthening audit independence, utilizing data-driven technology, and ensuring the strict enforcement of audit recommendations to guarantee value for money in the education sector.

In his closing remarks, Mr. Abel Adejor stressed the importance of the government acting on these citizen-led findings to ensure that the educational needs of Kaduna’s children are met with high-quality infrastructure.
