According to a BBC Sport report on Monday, the governing body is proposing a two-tier amnesty system that would wipe yellow card records twice during the tournament.

Currently, players face a one-match ban after accumulating two yellow cards.

However, with the expanded format increasing the road to the final, FIFA officials are concerned that the current threshold is too low for the extra matches required.

Under the new proposal, cautions would be cleared at the end of the group stage and again after the quarter-finals.

FIFA believes this “double cut-off” is a more effective solution than simply raising the suspension limit to three cards.

The goal is to maintain on-field discipline while ensuring that semi-finals and finals are not stripped of star players due to minor, accumulated offenses.

The proposal is slated for review at an upcoming FIFA Council meeting, where a final decision is expected.
