SERAP Demands Accountability for Alleged ₦18.6bn Missing from National Assembly Project

The Socio-Economic Rights and Accountability Project (SERAP) has urged Senate President Godswill Akpabio and House of Representatives Speaker Tajudeen Abbas to explain the whereabouts of ₦18.6 billion allegedly missing from the National Assembly Commission Office Complex project.

In a statement issued on Sunday and signed by SERAP’s Deputy Director, Kolawole Oluwadare, the organisation referenced findings from the 2022 annual report of the Auditor-General of the Federation, which flagged major financial and procedural irregularities in the contract.

According to the group, the report revealed that the contract was awarded without due process, as there was no needs assessment, public advertisement, or competitive bidding before the award. It further alleged that the National Assembly failed to secure approval from the Federal Executive Council or obtain a Certificate of No Objection from the Bureau of Public Procurement.

SERAP called on Akpabio and Abbas to disclose the identity of the “fictitious construction company” that reportedly received ₦11.6 billion within 24 months for the project. The organisation also requested the names of the company’s directors, shareholders, and registered address.

The Auditor-General’s report, published on 9 September 2025, reportedly showed that ₦11.6 billion was paid on 29 November 2023 for the conversion of the building’s roof garden to office space — a project allegedly inflated by ₦6.9 billion. It also noted that the Bill of Quantity for the contract “was not priced,” and no valid agreement was executed before payment.

Citing the report, SERAP warned that the total ₦18.6 billion earmarked for the project “may be missing,” and urged the National Assembly leadership to ensure transparency, accountability, and recovery of public funds if confirmed lost.
