Kaduna Hosts Midline Learning Outcomes Dissemination Workshop

The Kaduna State Government, in collaboration with the Partnership for Learning for All in Nigeria (PLANE), on Thursday, December 11, 2025, convened key education stakeholders for a Midline Learning Outcomes Dissemination Workshop aimed at strengthening foundational learning across the state. The event, held at Hotel Seventeen, brought together government officials, programme leads, monitoring and evaluation experts, and development partners to review progress under Year Two of the PLANE initiative.

The workshop opened with a welcome from the Deputy National Team Lead of PLANE, Samuel Achimugu, followed by remarks from the Kaduna State Commissioner for Education, Professor Mohammed Sani Bello. In his keynote address, the Executive Chairman of the State Universal Basic Education Board (SUBEB), Mubarak Mohammed, emphasized the importance of adopting data-driven planning to transform learning outcomes and improve basic education delivery.

Participants received detailed presentations on the findings of the midline learning outcomes assessment carried out in six Local Government Areas, as well as Year Four key indicators and progress recorded through accelerated learning interventions. The State Technical Adviser highlighted ongoing state-led initiatives that are helping to boost early-grade literacy and numeracy. SUBEB also presented its achievements under Year Two of the PLANE programme, noting improvements in teaching practices, pupil performance, and school-level reform efforts.

Speaking to Procyon Radio and TV, the Deputy National Team Lead, Samuel Achimugu, said the essence of the dissemination workshop was to ensure that stakeholders understood the evidence emerging from the midline assessment. According to him, a clear understanding of the data will guide better planning, improve implementation, and strengthen efforts to support children’s learning.

Also commenting on the programme’s progress, Dr. Mohammed Lawal Ibrahim, Chairman of the School-Based Management Committee (SBMC) in Kaduna South LGA, noted that the state has recorded significant gains in foundational and accelerated learning outcomes, with more pupils showing measurable improvement in literacy and numeracy.

Coordinator of Donor-Financed Projects at SUBEB and Head of the Education Management Information System (EMIS), Josephine R. Michael, described the progress as encouraging. She said the midline data is helping the state refine strategies and target resources more effectively to improve learning outcomes.

Participants later broke into groups to review the Year Two Action Plan, identify gaps, and re-strategize for the coming year. They proposed revised timelines and implementation approaches to sustain gains in foundational learning.

One of the participants, Alheri Waje, who leads the Education Cohort of the Kaduna Local Government Accountability Mechanism, said the workshop provided an important opportunity for reflection and renewed commitment to strengthening learning outcomes across the state.

The Director General of the Kaduna State Schools Quality Assurance Authority closed the session by reaffirming government’s readiness to continue supporting evidence-based reforms in the basic education sector.

The PLANE programme, implemented by DAI, continues to collaborate with Kaduna and other states in Nigeria to strengthen foundational literacy, numeracy, and overall learning achievements in public schools.
