The passage of the bill followed a rowdy deliberation triggered by a demand for a formal division on Clause 60.

The tension began when Senator Enyinnaya Abaribe (ADC/Abia South) moved for a division on Clause 60(3), challenging provisions that allow for the manual transmission of results in instances where electronic systems fail.

Senate President Godswill Akpabio initially stated his belief that the demand for a division had been previously withdrawn, a claim that was immediately met with protests from opposition lawmakers.

Deputy Senate President Barau Jibrin, rising under Order 52(6) of the Senate Standing Orders, argued that it was against parliamentary rules to revisit a provision on which the Senate President had already ruled.

Despite the ensuing uproar and protests from the opposition, the Senate President sustained the point of order, ultimately leading to the bill’s passage.
